The Clinical Governance & Access Framework provides a structured pathway that allows individuals and licensed professionals to engage responsibly in complex dental care situations.
The framework does not provide treatment, diagnosis or clinical recommendations.
Its role is to structure information, clarify context and support informed decision-making before independent clinical engagement takes place.
Step 1 — Case Structuring
Individuals organize their existing dental and medical information within a structured environment.
This may include:

treatment history

medical background

previous clinical opinions
The framework does not interpret medical data or provide clinical evaluation.
Step 2 — Context Definition
Each case is framed according to its decision context, not a diagnosis.
This step helps clarify:

what information may be missing

what factors influence treatment decisions.
Step 3 — Framework Review by Licensed Professionals
Licensed professionals may review the structure and completeness of the case, identifying:

No treatment plan, cost estimation or clinical recommendation is provided.
Step 4 — Independent Clinical Engagement
If the individual chooses to proceed with care, engagement with a provider occurs directly and independently, outside the framework.
All clinical responsibility remains with the licensed professional delivering care.
